The Imperial War Museum has invested substantially in recent years in its ICT infrastructure and in key business systems to allow it to manage and provide access to its collections and digital assets. The Museum now has a number of major projects aimed at building on these assets, including the upgrade of its web delivery, and eCommerce Programme and the roll-out of key corporate systems. In order to support this work, IWM now seeks to recruit two posts: an ICT Technical Project Manager and an ICT Applications Developer.
The ICT Applications Developer will be involved in all stages of the development life cycle, from meeting with users to discuss requirements, through the design stages, to the implementation of databases and applications. S/he will be required to work with the client departments to propose and agree appropriate technical solutions in conjunction with the ICT Programming Manager.
Principal Accountabilities
The post-holder will be required to work with client departments across the IWM, including the New Media team, the Department of Collections Management and the eCommerce Programme Manager in order to fulfil the following objectives
To meet users with development requirements to ascertain the detail of their requirements and develop a requirements specification.
To contribute ideas and experience to the process of recommending a suitable solution to these users.
Where an in-house solution is decided on, to work with the ICT Programming Manager to agree a design for the system, taking into account IWM standards.
To support the New Media Team with technical developments for the web.
To assist in the development of Microsoft Office SharePoint Server (MOSS).
To implement agreed database designs using SQL 2008.
To design, develop and implement database interfaces using Microsoft .NET, MOSS and web interfaces as agreed.
To upgrade existing Access databases to SQL 2008 databases with an web interface
To develop the IWMs use of web technology to interface with databases.
To develop multimedia applications using Microsoft Windows Presentation Foundation (WPF)
To subsequently support and maintain systems and user interfaces.
To document the design of all in-house systems and user interfaces developed to aid other support staff in their subsequent support.
To provide user guides of all in-house systems and user interfaces developed using the standard methods.
To train users in the use of newly developed interfaces.
To assist the Head of ICT and Infrastructure support team with the development of the IT systems in line with the IWMs ICT strategy.
The ICT Technical Project Manager will be required to act as Technical Lead in projects in a number of areas. S/he will be required to work with the client departments to propose and agree appropriate technical solutions and to manage the ICT Database and Programming Development team (and where appropriate, external suppliers) in ensuring that solutions are delivered according to the agreed requirements.
Principal Accountabilities

Ability to understand the context for the development process both within and beyond the project in hand, ensuring that solutions are proposed which meet the IWMs business needs and are able to use and interoperate with the existing technical environment.

The ability to analyse the project requirements and develop appropriate technical architectures to fulfill these
The ability to document technical proposals, processes and deliverables using defined documentation templates
The ability to manage and deliver projects according within a PRINCE 2 environment, but integrating appropriate technical development management methodologies within that context when necessary.
To identify and deploy appropriate technical skills to develop solutions
Ability to make informed strategic technical decisions
The ability to communicate effectively with users and senior managers
The ability to manage technical development staff in the delivery of appropriate solutions on schedule and on budget
Ability to manage the development process, identifying, resolving and escalating technical issues which arise.
The Technical Project Manager is a fixed-term, 12-month post but part-time working over a longer period would be considered.
