Hello,
This sounds like an error from the Microsoft Runtime Library, which may be due to issues with the compilation/build environment. Unfortunately we haven't supported windows binaries for some time - our current solution for FSL on Windows is to use a virtual machine ( please see http://www.fmrib.ox.ac.uk/fsl/fsl/windows.html for more details ).
