I don't think they are going to start seperating things
they are more likey to merge things into bigger organisations with less upper level management 4 ceo's become 1 ceo etc
which should lead to savings

I think it would also be refreshing to separate out the roles of environmental regulation from the engineering side of the Env Ag. There is clearly (in my mind) a conflict of interest between the part of the Agency that manages flood risk by building things and, for example, dredging and the arm which regulates; separating these would allow the engineers greater freedom to accomplish their role and allow the regulators to exercise their powers and obligations freely with no thought to problems relating to the "game keeper - poacher" relationship.
There is also a degree of overlap between the Agency's duties as a statutory consultee for matters such as biodiversity and other consultees such as CCW (Countryside Council for Wales) with occassional conflicts between the responses from these organisations. Marrying all the environmental bodies into a cohesive organisaton might work well.
