Your easiest solution would be to go to version 9.
Then you can create custom roles with exactly the privileges required.
In 9 - ability to see sys admin tab, on that tab to see courses and search for them (no other privileges!)
Ability to quick enrol self on courses (this is only separated from sys admin role in v9) OR ability to enrol people on courses.
Process is Librarian searches for course, enrols themselves onto course as instructor. Goes to content system, see folder adds material. Goes to course links to materials. Unenrols themselves from the course.
You need to stick in your "Request scans" document the clause - "I am happy for Library staff to access my Blackboard course for the purpose of adding this material"
You might be able to do some of this in v7 - Im not sure, its been a few years since Ive worked on a v7 install
