Here is a paper that looked at this issue (for the UK) some years ago. I'm not aware of anything more recent - tax relief for private medical insurance here was abolished in 2007
Emmerson, C., C. Frayne and A. Goodman (2001). "Should private medical insurance be subsidised?" Health Care UK 51(4): 49-65.
The authors' answer to this tantalising question was no.

We had a great lecture yesterday about the "new" challenges of the NHS. It was a good opportunity as well to compare Brazil and UK under a big picture (both are universal systems).
As I mentioned before I would like to ask if you know any paper that shows (a) the role of tax subsidies in UK PMI and (b) the cost of these tax-exempt health benefits between 1995 and 2008.
I really appreciate your attention on this matte.
