MS changed things (which they never do) in 2008 R2, and you only need
five physical Win2k8 servers to activate the KMS. We managed to pull
together five random physical servers, and from then on all our virtual
2008s are registering fine. Unfortunately the limit is by product, so
you still need 25 physical machines for Windows 7 and Vista.
But in the interim period, at least we don't have to faff around with
registering servers.

We run the latest version of KMS and it is hosting KMS services for
WS2008, Win7, Vista and now Office 2010 Suites and Apps, both Select and
Campus codes. We had initial issues with Win7, which were cured by a
clean install of latest version, rather than as upgrade to pre-existing
service for Vista-only. Firewall protects access and wireless and
Bluesocket networks are barred.
We have MAK codes for limited, controlled issue; these are being used
for silo'd servers and laptops which are rarely connected to the Campus
WAN; e.g. data-collection PCs.
If you want reslience, a HA-hosted VM is best; if you have multiple KMS
servers, then each must satisfy minimum numbers - a problem with Vista,
so we withdrew to one. For info - we have more Win7 already than our
peak of Vista.
