Not necessarily; it's still possible to apply tags to a particular CE
instead of a particular subcluster ID, and it's the responsibility
of the site to make sure that the tag gets advertised by all the CEs
that share the software area (hence the usual thing of NFS mounting
the tags directory from a common location). Of course, it should be
possible to do things the modern way instead an tag by subcluster,
and that might be a better bet.
It would be interesting to know the behaviour of lcg-tags if you do
use it on a subcluster ID that's advertised by multiple CEs - does
it do them all, or a random one of them, or something else?
