It seemed an odd place to me as well! - but having said that, Facebook and Twitter are designed for almost real-time activity. IF I was a service provider (and I'm not) and were undergoing what I believed to be a very short period of unexpected and intermittent downtime I can see some advantage to announcing at those locations while not immediately announcing such problems to an email list, which somehow to me at least seems far more permanent.
I suspect we are still in the early days of the best use of some of these real-time social networking tools.

Same for us at Bolton. I have to say I'm a little surprised that they've
chosen to announce this on Facebook/Twitter though! Sort of relies on
workplaces not blocking social networking sites or having the time to
