Please do not edit such configuration files manually: there is no need
and it will give you problems. See below.

Exactly: that port is only listened to on localhost (127.0.0.1),
because it is for shutting tomcat down!
The quickest way out of this mess may well be to reinstall the machine
with the correct rpms as a CREAM CE _only_ and rerun YAIM as documented.
