I am a member of the SDSS team based in the University of Edinburgh. We
provide technical support to JANET(UK) in their operation of the UK
federation.
Much as we'd like to, we can't always manage to keep a weather eye on
the mailing list, so when you have a problem like this, it's generally
better to raise a call with the UK federation service desk:

When you mail them, it would be useful if you could please give as much
detail as you can. Generally, for an IdP-related problem, we would find
it useful to see your metadata and configuration files, and in this
particular case we'd probably also want:
* the URL you used to access the site
* details of the certificate security warning
* details of the pop-up window and the file it wanted you to download.
In addition, it would be useful to know if there was anything in your
log files - if not, it would be worth turning up the loglevel to DEBUG
and trying again.
Depending on your problem, there may already be enough info there to
solve it, and if not, then there'd be enough to get a handle on other
possibilities.
