I think there is some problem with copyright. It's the same reason why you can't watch iPlayer outside of the UK and why expats cannot (theoretically) get access to a sky card to watch Sky TV abroad. Although, originally BBC etal were encrypted on the Sky satellite feed and now they aren't hence you can now watch them without a card so I'm not sure how that works in.
