Just to pick up on the digitisation issue - the HER Forum list has had a
discussion about copyright of reports which seems uninformed by any
legal knowledge.
Physical copies of reports held in the HER are covered by copyright of
the authoring body. If a HER copies or scans the report it is
breaching copyright unless it has the permission of the rights holder,
let alone if it publishes it on the web.
If HERs are planning to go down this route, they should at the very
least plan to handle the rights issues, contact rights holders for
permission, be prepared to accpet that some will refuse, and be prepared
that some will ask for payment for the licence.
It is worth highlighting that the copyright holders are free to make
their own material vaiable, and many do, either via OASIS or through
Scribd or their own websites. Providing pointers to these soruces may
be a better approach in helping HER users, especially if, as Sarah
implies, they cannot be given access to the Internet from the HER office.
