It is worth emphasising that the main costs of conforming to a standard
fall in the short term directly on those writing reports (contractors)
and their developer clients, and in the longer term on everybody (as
those costs affect the price of houses, infrastructure, and other
developments).
It would be trivial work for a curator to add sentence to require, say,
a report written as an illuminated manuscript (or to include the
complete site context database as an appendix), rather more work for the
contractor to fulfil it.
It seems to me that trying to use compulsion by end use (planning) is
less likely to be effective than persuasion on practitioners
(contracting archaeologists) (by tweaking the IfA standards).
