They don't check spending, they check credit ratings.

The private companies use the checks to make sure the individual
actually exists (which would also be useful for government[1], but see
my next comment)... and that they are credit-worthy (how many benefit
claimants aren't in the system because they aren't ever likely to be
credit-worthy?)
Or like the USA where you in effect don't exist if you don't have a
driving licence, they issue "licences" that don't allow you to drive.
Hello to the credit rating that proves you exist because you are such a
bad risk.
[1] Although this is strangely reminiscent of the government's original
ideas in around 2000 for an ID card. They'd pick some commercial
organisation with "enough" subjects, and say "if they believe in you, we
will too". Maybe they just found that organisation.
