In England there could be records in at least 3 locations for significant outbreaks of disease / disposal
At the last foot and mouth (2001?)the EA were keeping records so they could approve or not of disposals arranged by the then MAFF animal health officers, sometimes their wishes were observed sometimes not re burials and cremations on or near controlled waters. The burials/cremations were arranged by the animal health service not the EA. You regional EA office should have disposal information but as a secondary source.
The primary regulator for much of the larger incidents was MAFF which is now under DEFRA as the national Animal Welfare service http://www.defra.gov.uk/animalhealth/
Their regional offices should have records of significant notified disposals in various outbreaks of different diseases. In practice however they have contracted significantly from their historic local MAFF offices and it can be difficult to get them to report sensibly on the records they should have inherited from MAFF.
If you are or were a county the trading standards function probably had the local authority animal health function and will have some relevant records.
Dis-internments of larger foot and mouth burials are variable and can be 'interesting'.
