I've been following the thread intermittently throughout the week, this is the first chance I've had to sit down and write a response. I like the idea of a cooperative that would sit alongside the BPS section. My first community psychology conference attendance was in Edinburgh. What I remember of the conference was that one day was focused on research and the other on practice. During the presentations on the practice day, a number of critical questions were asked about the ideas put forward by the speakers. I could see how this could be difficult to manage if presenting something you felt was community psychology orientated; however, I was also left thinking that practice can't exist without critical questioning. This also mirrors my working life. I work in a CAMHS service where the dominant working model is medical. The psychology within the team is not much better... it argues against the use of medication (sometimes) but continues to promote the idea of individual having a problem by offering intervention at the individual level. I ask critical questions, which have an impact on how we work (not as much as I'd like, but some nonetheless). I think the cooperative could offer the same benefits to the BPS CP section. That's not to say that the BPS section would not be critical, however, as we've seen by this discussion, the BPS agenda will impact on the decisions of the BPS CP section, so having an additional critical wing would surely be beneficial. On the issue of fees, I've been wondering what would be the next steps if we agreed on a fee structure by Monday? Would we then focus on other issues such as the ones mentioned by Paul? If that's the case, then not providing the BPS with a fee structure and waiting a year would not be detrimental to the development of the section (although I have to admit, my knowledge on the development of BPS sections is very limited so there may will be consequences of which I am unaware). Anyway, that's my tuppence worth...

I think this is good advice from David (delay the fee decision and form
a cooperative first). I'm not sure that waiting a year is going to make
a whole lot of difference - I don't think we can decide a BPS section
membership fee before we have agreed on how we make decisions (i.e.,
consensus, majority role, quorates etc).
Also, I feel we might have become carried away with talking about fees
without fully interrogating the assumption that anyone can join the BPS
Section .... they can't. If you have a criminal record and spent time in
prison, you cannot join the BPS (that rules out a number of our more
hard core social activitist as well as people who have been incarcerated
because they are trapped in poverty and can't pay their bills ). It
would also mean that some of our critical thinkers from the past would
not be eligible to join the CP BPS section today (eg. Gramsci ).
Furthermore, you can be ejected from the BPS if you are deemed to bring
psychology into disrepute - that might rule out membership of BPS for a
whole lot more of us!
Here is the draft of a constitiution for a UKCP members' cooperative
that a few list members worked on earlier this year but has since been
gathering dust:

Provisional constitution:
The UK Community Psychology Members' Co-operative (hereafter referred to
as 'the Co-operative'):
Statute 1) Aims to encouragage the development of Community Psychology
in the UK.
Statute 2) Promotes free and voluntary association for those with an
interest in developing Community Psychology .
2i) The association will have no membership fees
2ii) The association is open to anyone with an
interest in the promotion and development of community psychology in the UK
Statute 3) Provides a structure to facilitate democractic action on
behalf of community psychology in the UK, with each member having one
vote, majority decision making, and an elected board (hereafter referred
to as 'the Board') accountable to its members at large (hereafter
referred to as 'the General Assembly')
3i) The elected board shall consist of two
co-ordinators, two co-treasurers, two co-secretaries and two General
Assembly representatives
3ii) Members of the Elected Board shall serve for a
minimum of one year and no longer than three consecutive years
3iii) All actions undertaken on behalf of the
Co-operative will be agreed by majority rule.
3iiia Majority rule will require a
quorate of 40% or more members voting and 60% of those members agreeing
to the proposed action.

If this list agrees to establish a cooperative I agree with David and
others who suggested this at the CP conference in York several moons
agos that the BPS section should be accountable to it. As such, we
could have an extra clause to statute 2 that states: no member of the
CPUK cooperative is required to be a member of the BPS section but all
members of the BPS CP section are required to be members of the CPUK
cooperative. And, we could add something to say that CP BPS members are
expected to put the interests of the cooperative before the interests of
the BPS...
