are you viewing an online xerte LO or an LO from a hard drive or usb stick?
A couple of suggestions...
1. View the xerte example at http://www.nottingham.ac.uk/toolkits/play_560
and try the TTS does that work? Do you get prompted to allow the ActiveX
control?
If you aren't getting prompted to allow the ActiveX via an online LO then
something isn't correct in the IE settings.
2. If the above does work but when viewing an LO via HDD or USB it doesn't I
suspect it's the Flash Player security settings. Right click on the LO and
select Global Settings....
A new browser window should launch where you can select the Global Security
Settings panel see http://grab.by/grabs/8e20f782907a1a6a1ca306c6ee177f68.png
Select Edit locations > Add location and add the location of your LO e.g.
C:\mydocuments\xerte\ or just C:\
In my case my ext hdd is J:\

As long as the IE settings are correct you should now find that LO's viewed
from that drive will prompt for the ActiveX and then work as they should.
There is a way you can add a text file to a specific directory to override
these security restrictions but potentially there is a risk with that which
is why the restrictions exist in the first place.

I had a similar issue but then realised that in IE with TTS enabled if
you tab through the different areas if the Certe interface the Speech
will/should work.
