Have you thought about holding a hack day/weekend? If you can support
it with a decent venue, wifi, food and drink, and bring in curators or
visitor assistants to seed people with ideas, it can be a great way to
get people using your data. You'll get on-the-spot feedback about the
usability of your feeds/APIs, as well as useful questions that will help
you work out where your documentation and examples need improving.
And finally, with any luck you'll get several working (ish) pilots at
the end of the hack.

also want to look at http://rewiredstate.org/ and other projects.
