Do you mean writing-for-web style guide?
If so, this is somewhat harder than might first appear. I've written or co-authored 2 or 3. We had to consider the appropriate 'academic' style on which to base it (especially for references etc).
I find that people want something fairly brief before they start writing/editing with the longer, more detailed easy-to-search version for checking points in more detail.
