I was going to send this email - but to be clear there are actually two questions.
There is one question of dpm-drain vs user banning
Then there is the question if we want something in weeks rather than months we have to have 2 schema changes rather than one (the other being when quotas is introduced).
My personal vote would also be draining. But this came up as it was causing Nikhef to not be able to accept atlas Tier 0 exports due to an errant user. So thinking in the bigger interest my vote has to be banning first - however given that weeks is likely to turn into months for certification anyway I would say might as well just have one schema change.
