We at Birmingham City University issue for the duration of the study
programme and when the student moves address a replacement certificated
is generated. Our local council tax office follow an audit trail of
student movements.

Dear All,
I'm reviewing the processes we have at Buckinghamshire New University
for issuing council tax exemption certificates for our full time
students.
At the present we issue certificates only during term time and for the
length of the current enrolled year. So for most of the undergraduate
students this is from September - May/June. However this causes problems
when students stay in their term time address over the summer break. For
this period we issue students with support letters that say they have
finished one year and are due to return to studies in the following
September.
What I'm wondering is, do you issue certificates for the length of the
full course the student is studying? If so do you still need to do this
every time a student moves house? Also how do you inform the relevant
council that a student has withdrawn from study if you do issue
exemption certificates for the full length of the course?
I'd appreciate any information you could give me in regards to this.
