There is a defined conversion factor, SI00 == 250 * HEP-SPEC. Formally
there is no SI00 any more, it was never defined for multi-core cpus and
is now obsolete, so that conversion factor was taken as an average of
the results for various cpus at the time that hep-spec was being
defined. All LCG sites are supposed to run the hep-spec code and publish
the result, and also convert it to SI00 as above. Non-LCG sites which
haven't got a HEP-SPEC result have to estimate an SI00 as before, but
then they shouldn't publish a HEP-SPEC value in
GlueHostProcessorOtherDescription and they won't get an error from
gstat.
