An investigation by the Detroit Action News reports that one year after
ten-year old, disabled, Johnny Andron (weighing 120 lbs) was removed
from
his mother--who sought help--and was placed in a Michigan state foster
care
facility, he died of starvation, weighing 48 lbs.

Future generations who will examine current public polices pertaining to
the
care of children, will deem the United States of America morally
bankrupt.

State and federal policies are designed to enrich the foster care system
while undermining the welfare of children and families: state policies
encourage the removal of children from loving parents who need support
to
care for children with special needs. Instead of support, such children
are
being dumped into state foster care where, more often than not, they are
neglected, abused, routinely prescribed brain damaging drugs, and even
starved to death.

"According to the state's own figures, the federal government gave
Michigan
about $110 million last year for foster care. That's compared to the $26
million in programs that help parents keep their kids. Foster facilities
also have an incentive to keep kids away from their parents. In Andron's
case, the foster home got about $12,000 a month from the state for
Johnny."

A series of riveting reports by Carol Marbin Miller of the Miami Herald,
focused on twelve-year old, Denis Matez, a human casualty of
psychotropic
drug "overmedication."
His young life was extinguished by a lethal cocktail of drugs--which
included two antipsychotic drugs prescribed at mega doses--Eli Lilly's
Zyprexa and AstraZeneca's Seroquel. These drugs' manufacturers were
successfully prosecuted by the US Attorney for deceptive, illegal
marketing
practices that promoted these unsafe drugs for unapproved uses.

The lethal combination of drugs were prescribed for the boy by a state
licensed psychiatrist in the Florida public mental health sector, who
was
entrusted with the care of 800 children in foster care--even as he
disregarded "hundreds of letters" from the state suggesting that he
change
his prescribing practices.

In April, 2009, another Florida child, 7-year-old, Gabriel Myers, hanged
himself months after being drugged with a lethal psychotropic drug
cocktail--including several antipsychotics and antidepressants. Gabriel
hanged himself.

protection organizations address elder financial exploitation in their
own spheres of influence, but no one has brought together all the
stakeholders to learn from each other and how to work together to
effectively tackle these issues.
        a.. Adult Protective Services (APS) Programs are directly
involved with victims of elder financial exploitation and work with
various stakeholders to protect victims; to prevent exploitation, to
prosecute offenders and to educate older persons. 
      The Summit: A Search for Solutions 

      NAPSA will host the very first national summit to address the
growing crisis of elder financial exploitation to:

        a.. Bring together federal and state regulators, the financial
services industry, police and prosecutors, consumer advocates, and Adult
