Firstly what is the concern? Just interest or contamination / pollution or disposal or some other concern?
Where were they found? This may give a clue or help to identify the origin, or their former use. One photo seems to indicate they are sub-base / sub-grade to a road? If so, is it a private road? Is it a factory road? What did they manufacture? etc.
They look like cement grout, but difficulty to say just from the photos. Is there any aggregate in them? Is the “top” surface the same as the “bottom” surface? Is one surface smother or rougher than the other? Are they just at the location of the photo or do they cover a larger area?
Do they look as if they have been cored from a road pavement or slab of some sort? If so could they be cores to check the thickness of the slab?
