there is nothing strange or surprising here. The cluster forming
threshold (z=2.3) determines what the cluster/clusters will look like.
In both your cases the clusters that are being tested are identical.
Let us then say for each cluster p is either > 0.05 or < 0.001 (i.e.,
there happens to be no clusters with a p-value in that range). Then
your thresholded z-stat images will be identical.
