(Kaunas, Lithuania) and the Konrad Adenauer Foundation, in cooperation with The Center for
Advanced Studies and Education (CASE) and the Ministry of Foreign Affairs of the Republic of
Lithuania, request submissions for an international conference, A New Region of Europe:
Regional Development Paradigms in Baltic-Black Sea Intermarum, which will be held November
26-27, 2010 in Vilnius.
The goal of the conference is to address the question of what represents “the new region
of Europe” formed in the process of political and historical evolution on the territory between the Baltic and Black Seas. This space represents qualities of a new social and geographical
environment that requires the development of particular methods of enhancing knowledge on
social and political processes occurring here in the context of spatial planning, as well as
monitoring those changes in the social and humanitarian environment.
“The new region” represents a group of states most frequently, and imprecisely, known
as “post-Soviet”. These countries are taking part in diverging processes of integration which
determine new boundaries of this region, at the same time confirming its existence vis-а-vis
regional approaches to resolving socio-political problems which could be solved only within the
boundaries of the whole region but not separate nation-states. In the framework of the concept
of “the new region of Europe”, the research of economic, legal and political processes here
become extremely important. At the same time this social space has a history of distinctive
cultural and civil practices that create the most important foundations of political and social
processes.
The quality of human geographical and local environments determines, in turn, transborder
and regional processes. The development of modern regional systems and the
opportunity to study the specific nature of mobility processes (social or political, economic
transformations and cultural evolution) in the Baltic-Black Sea region of Europe represent
unique sources of knowledge about trends of the development of modern social systems.
We are especially interested in submissions that address the following topics:
· Integration and trans-border relationships in the Baltic-Black Sea region;
· Energy security in the Baltic-Black Sea region;
· Regional policy in the states of the Baltic-Black Sea region;
· Cosmopolitan Europe: memory policy, migratory processes and transformation of
the institution of citizenship in the states of the Baltic-Black Sea region.
Eligibility:
Researchers, politicians and experts from all EU countries and Belarus, Ukraine, Russia,
Moldova.
Languages of the Conference:
Russian and English
In exceptional cases abstracts may be submitted in local languages of the states of the Baltic-
Black Sea Region of Europe with translations to Russian and/or English.

Conference participants are invited to send an application form, abstract of 250 words (max.)

Notification of accepted applications: July 20, 2010.
Papers that conform to the publication rules will be subsequently printed in the conference
publication. If you are interested in this publication please send your materials by October 15,2010.

graphics and tables)
· MS Word; font – Times New Roman; font size – 14; line spacing – 1.5; field width – 2;
per-page footnotes.

Conference organizers will cover costs for participants’ accommodation and meals.
European Humanities University will assist participants in obtaining visas.
Conference Program:
The conference program will begin on November 26, 2010 at 9:00. Please plan your trip so that
you arrive in Vilnius on November 25, 2010 and leave on November 28, 2010.
