Thank you for pointing this out.
DCMI has coined Syntax Encoding Schemes for the predecessor RFCs 1766,
3066, and 4646, so the Usage Board took a decision on its most recent
telecon [1] to approve an SES for RFC 5646. This will appear in the next
release of DCMI Metadata Terms.
