Yes, this is one approach among several to the problem. The Versions
project covered the various possible approaches. I'd recommend choosing
one based on the particular needs of the application in question, rather
than recommending one solution across the board. In my opinion, SWAP is
relatively lightweight compared to, say, CERIF, which has a related but
distinct purpose. Certainly, SWAP can be used for version control (as
one of its purposes), as it's designed to describe relationships from a
common point of origin.
