(I didn't mention cuts in this message did I? That would seem to be a separate issue).
A surgeon undergoes years of training, to a specified standard, and recognised qualifications. So I think in that there is a checklist of sorts.
I don't think such a structure exists for newer CLOs to work within, and I don't think many people outside that profession recognise how complex and technical the field is. A draft competency framework helps accomplish both of these.

Dave
Surely cuts will mean everyone gets paid less and more people will move into industry therefore reducing the knowledge and ability in the public sector?
Don't want to be a wet blanket but I don't see more pointless bureaucracy and paperwork as providing the means to increase that. If you need a checklist to see if you can do your job or not then perhaps you shouldn't be doing that job - if you see what I mean (not you personally....). I'd be worried if a surgeon has a checklist of what he is good at for example....
maybe?
:)
And as for the appointment of the ministers:
Sir Desmond: "So it all boils down to the Industry Co-partnership Committee. Still, I find that quite acceptable."
Sir Humphrey: "Well, it is within the gift of my Minister, and you would only put in appearances once or twice a month."
Sir Desmond: "Are there lots of papers?"
Sir Humphrey: "Yes, but it wouldn't be awfully necessary to read them."
Sir Desmond: "Then I wouldn't have anything to say at the monthly meetings."
Sir Humphrey: "Splendid, I can see you're just the chap I'm looking for."

Surely the idea of the framework is to make sure less experienced staff get brought up to a competent level in the most expedient, measurable and efficient way possible?
You may consider it not useful for yourself, but I'm sure there plenty who will.
Plus it raises the profile of the level of expertise and competence required by CLOs... which one would hope would work favourably towards the imbalance you point out.

I have been doing a more than competent job in this field for over 10
years. I don't need the professionally insecure CIEH to outline what
competencies I require thank you very much. I wonder if there is any
mention of the fact that EHO's (mostly qualified to Diploma in
Environmental Health level) are often paid more than CLO's who are more
experienced and qualified to masters level and beyond? I think not.

Not sure why we have not been consulted directly however, here is the
consultation on the skills required to carry out our duties as CLO's
which ends on the 31st July.
I understand that this was posted on the LACORS web site but it has now
been removed ....not sure why.
