Could have been either. Joseph implementing her thinking, or leading her by
the nose. He was often the "brains" behind anything education back then.
Sadly, the lot now standing for election seem to be nowhere near as bright
as the old lot. Then again, being bright didn't mean that all, or much, that
they did back then was intelligent.

Was it Thatcher or Keith Joseph? There's an article in La Revue pour
l'histoire du CNRS (of all places http://bit.ly/cXvNDo) by the SSRC's then
chairman, Michael Posner, in which he blames Joseph:
'I [...] recognised that despite the fact that he could not now [in light of
Rothschild's report] dissolve the SSRC, he [Joseph] could not fail to
demonstrate his power and displeasure. Joseph opted for a public, but very
light punishment: a change of name. I told him that I could persuade scores
of academics to accept a name change if he would promise, on the record, the
continuing independence of the SSRC. He agreed, and the SSRC was duly
renamed the "Economic and Social Research Council" (ESRC).'

Are the social science researchers mentioned in the event title uneasy about
being identified as scientists? (Not that I'd blame them if they are. In
fact, I wonder what sort of proportion of social scientists in Europe,
excluding economists and psychologists, would straightforwardly answer, Yes
to the question, Are you a scientist?)
