Yup -- had to actively log out as it had remembered me from last time I was there (nearly 2 weeks ago!). When trying to log back in using "Single Sign On" (why isn't this using the "standard" federation branding?), I get the same error. BZZT :)
Checked on https://target.iay.org.uk/secure/printenv.cgi and we're definately releasing eduPersonTargettedID.
