You didn't say, but is this a Tomcat only install or do you have Apache in front?
If it's the latter, I have a zipped set of my own configuration that I use here that I could send you that you could compare with what you've got, you may be able to spot any differences?
I've done a few 2.1.5 installs now and found it all pretty straightforward so it's bound to be one of those tiny things that get overlooked!
If it's a Tomcat only install, then I'm afraid my stuff won't help you :-(
