I'm not sure what has happened here, but I'm having problems dereferencing some of the URIs Tom so painstakingly cited in his recent messages.
e.g. in the message
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A2=ind1003&L=DC-ARCHITECTURE&P=23491
Tom cites as "discussed draft"
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A2=ind1003&L=DC-ARCHITECTURE&P=16425
but that gives me a page with the error "The format of the index file is invalid. Please try again in about 30 seconds, and report the problem if it persists for more than a few minutes" (and it has persisted all day today for me).
Looking at the index page for March
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A1=ind1003&L=DC-ARCHITECTURE
I think the message in question is
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A2=ind1003&L=DC-ARCHITECTURE&P=17793
Similarly, the cited URI for the message "which discusses various issues in more detail than the draft statement"
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A2=ind1003&L=DC-ARCHITECTURE&P=1429
gives the same error.
I think the message in question is
https://www.jiscmail.ac.uk/cgi-bin/webadmin?A2=ind1003&L=DC-ARCHITECTURE&P=1558
So it looks like there may have been some reindexing of recent messages on the Jiscmail server which has resulted in new URIs being generated?
If that's the case, I'm not sure there's much we can do about it now, but the result is that, despite Tom's best efforts to construct a careful set of references, it's now rather hard to work out exactly which messages were being referred to :-(
