One qualification: please keep the prefix short, e.g. [SURV].
Otherwise the actual subject-content gets squeezed down too short.
(At least I *assume* I'm not the only list-subscriber that doesn't
open every single message. The content of the Subject-header is
valuable in enabling rapid mental filtering).
Machine-filtering into a separate mailbox works fine using this rule:
<Any Header> contains <SURVEILLANCE@>

P.S. Am I alone in being dismayed about how many people on this list
gift all of our correspondence to Google by using gmail? I'd have
expected surveillance-aware people to be more circumspect
