It may be worth checking with the local taxi licensing authority.
My understanding is that as they are issuing the licence, it is they
that decide on the medical standards(usually default to DVLA, which is
understandable as it's a standard they don't have to monitor or develop
themselves) But as they don't get sent to the DVLA, I guess the
"medical" could be carried out by a competent person?

Dear Colleagues
Do any of you undertake taxi medicals and if so would you be willing to
share
your process with me? The OH physicians are currently undertaking the
medicals within my department in line with DVLA Group 2 recommendations.
However, as we have limited doctor time we are keen utilise their
appointment
time more effectively.
I would therefore be grateful for your views on this in line with the
DVLA
guidance as to whether this work should be undertaken by OHPs or if this
can
be undertaken by a nurse and if so to what degree and how?
