For what it's worth I've been involved in a couple of simple arabic web
sites as part of some work I/we did with one the NZ eduction consultancies
does a lot of work in Qatar/
It's interesting to figure them out
The main issues were almost all around the right left/ language syntax - the
arabic fonts - and to be fair to Microsoft they have done a bunch of helpful
stuff on this - and of course the whole cultural impact of the design
process.
That said, our in- house CMS which we had at the time - based on old
fashioned ASP - worked just fine.
In short, I don't think the issues are technical - although, as I say the
right to left language/IA is interesting - but almost entirely cultural.
