Apologies.
A SSEPR is a Single Shared Electronic Patient Record, and I'd refer you
to the RCGP Shared Record Professional Guidance at

for discussion of the issues involving records shared equally by a
number of different organisations providing care to one patient - but
each owning their own entries into that record.
The only living example is TPP SystmOne although the intention of the
NPfIT was that the *detailed* care record (a single record for each
patient in a local area) would be a SSEPR.

The control of the record on the central - or remote - server is part of
the problem of trust between the system users and the suppliers of the
IT system.
EMIS Web holds the mirrored records on two mirrored servers in Leeds -
and, as an EMIS user, I trust the company.
I have no knowledge or opinion on the situation in Canada.
FYI the Data Controller for the SCR apparently will be the Secretary of
State for Health.
I am not sure whether future holders of the office will be expected to
have undergone Caldicott Guardian training.
