As I understand, that wasn't the issue. The fact that Sara's name is disclosed on a partial match was the DP problem.
Identifying who is running the searches is another related, yet similarly complicated consideration.

I think in Sara's case, of providing search hints, the answer is simple, develop the code so that search terms are recorded, but without any identifying information as to who entered the search.
