My major concern with this is not the principle but that it does not allow for
regular risk assessment and review. Imagine the furore if we attempted to run
our Potentially Violent Persons warning system on the same basis. We would
certianily be risking significant breaches of principles 1, 3, 4 and 5 and would
have no way of knowing when the 'necessity' for processing came to an end.
