Hi folks



Some comments on this;



I would be cautious about assuming that people will be willing or able to

be transferred in an evac chair, or in a sling. The process of transferring

from their own wheelchair into these devices is uncomfortable, and

potentially dangerous for some people, depending on their disability. This

kind of transfer would normally be carried out by trained medical staff, so

you would need to ensure that any staff responsible for these transfers are

trained patient handling and manual handling. But even with that training,

don't assume that these devices will provide a solution for everybody.



There are also powered evacuation chair devices which will take a

wheelchair. The wheelchair user does not need to transfer out of their own

wheelchair to use these devices. Some of these can also travel upstairs,

which may be needed for basements. Big disadvantage is cost.



You may also want to consider using the existing lift, even without it

being upgraded to evacuation lift status. While we've all been drilled in

'Do not use the lift in case of emergency' for a generation, this is not an

absolute rule. Using a standard lift has risks attached, just as the

alternative methods of evacuation have risks attached. A risk assessment is

required to decide the best approach. The attached presentation from Derek

Smith of the UK's Lift and Escalator Industry Association (former technical

director of Otis Lifts UK) outlines the risks involved in this approach.

Thanks for that it certainly looks to be a simpler and cheaper alternative

to an evac chair , I will discuss with the building management as cost is

as ever their biggest concern!

I don’t have any written evac plans but have been involved in assessing the

evacuation needs for individuals including involving their assistants,

parents, evacuation personnel etc. and advising on the best type of chair

(s) in specific circumstances.  The main problem when the evacuee is

unknown though, such as in a public building, is whether the person is able

to transfer to an evacuation chair or not and in this regard we are

considering introducing “Promove” slings in conjunction with evacuation

chairs.  These slings have been used by airlines to transfer individuals

from an aisle wheelchair to an aircraft seat and also at sports stadia to

evacuate casualties from difficult to reach areas between seating.  The

sling is fairly easy to deploy and has handholds for up to (8? I think)

helpers.  It is worth getting them along to give a demo because the sling

certainly appears to expand the possibilities and make evacuation chairs

more usable in more situations.

Thanks for all the information regarding an evacuation lift that I will

certainly be taking up with the building owners, but I would also like to

hear from anyone who has seen in place a good/robust fire evac plan

catering for and involving everyone especially where the use of alternative

evac methods are required i.e. evac chair etc.

I was referring specifically to the upgrading of a passenger lift to an

evacuation lift as per BS9999 not the use of passenger lifts in emergency

situations as per the very useful document you posted.

Not sure that it needs to be isolated at each level. My understanding is

that a risk assessment should be able to establish where the source of the

fire is, where is the power supply, is It likely to affect the lift on any

level? If not, then you can use it. If the fire is in another zone to the

lift, why would it require a protected lobby, the zone is the lobby.

Not as such but as I understand it, it will need its own protected lobby at

each level to isolate it from the stair well to keep out smoke and fumes.

This is usually where the problems arise…. ie having sufficient space. For

info….. The new lift controls will disable the landing call buttons and

automatically return the lift it to the main exit level when the alarm is

activated. A responsible person then has to take control of the lift to

manage the evacuation, controlling the lift from within.

I ought to point out though that I am not an expert on evacuation lifts but

I have been involved in carrying out feasibilities to upgrade existing

lifts in our schools and other council buildings and have therefore carried

out a lot of research.

The building I have in mind where this is an issue has the normal 4 lifts

in a lobby but also has a 5th lift which is in a lobby next to the rear

fire evac stairs so this wouldn’t necessarily be that difficult – does this

mean it doesn’t necessarily need any extra fire proofing to the shaft ( I

am sure it is in a normal , enclosed concrete lift shaft) and that no

special smoke exhaust system etc needs to be present?

Hi Justin



It is possible to upgrade passenger lifts to evacuation lift standard in

certain circumstances:

   ·        The electronics in the lift and on the landings needs upgrading

   and a communications system has to be installed…. this is usually fairly

   simple to achieve.

   ·        The lift must have a secondary, separate, independent power

   supply – eg generator or separate main.  This can usually be achieved.

   ·        The lift must have a fireproof lobby, be associated with a

   protected stairway and a have direct protected rout to exit.  This can

   prove difficult to achieve.

   ·        The routes to the lift at each level will also need to be

   looked at to make sure that safe travel distances can be achieved.
