In the absence of straight majority decision making, and now that there
is hardly any bipartisanship, is the US political system now pretty much
a permanently hung parliament where you can never get anything done?
Maybe this is something that we will also soon have in the UK, now that
the Labour and Conservative parties, given margin of error in opinion
polls, are now running almost neck and neck.
SPOTLIGHT: YET ANOTHER PROPOSAL
President Obama on Wednesday is expected to present a revised version of
his health reform proposal and lay out a strategy for Democrats to move
forward on the initiative. The president is expected to incorporate
Republican-endorsed measures into his proposal and discuss the costs of
passing legislation compared with the cost of letting proposed bills
wither. According to an Associated Press survey, at least nine of the 39
Democrats who voted against the House reform bill passed in November are
now undecided or withholding judgment until they see Obama's revised
proposal. Barring an agreement with Republicans, Democrats likely will
try to use budget reconciliation to pass an overhaul package. However,
Republicans are planning a floor strategy that involves proposing
numerous amendments and raising as many budget points of order as
possible.
