As a follow-up to this OXFAM DRR position, I'm enclosing this background FDC
Occasional Paper (Nai Sema) written earlier this month, relating to the
challenges lying ahead for the recovery program in Haiti. It draws on some
of the main lessons learnt from recent mega-disasters, particularly the 2004
Indian Ocean Tsunami, and also includes two useful diagrams for planners &
practitioners, namely the Disaster Risk Management Cycle (DRMC) and the
Disaster Risk Reduction (DRR) diagram.
