It's not quite what you're looking for Matthew, but the Carbon Trust are a very useful source of advice on energy. I believe they do free surveys of carbon usage in buildings etc.

They also have case studies of different types (not sure if any are libraries though), and they may be able to provide you with some examples from across the UK
