I used the info below and it was very useful but unfortunately I was still
unable to get the spreadsheet into xml.
SLC have not been able to assist with this and suggested using Access, which
involved writing VB script. We are in the process of testing some VB script
for Excel. If you manage to get the Excel developer functionality to work
please do let me know. However, I don't think you are going to be able to do
this without writing VB script either for Excel or Access.
It was suggested that the functionality that is used to generate the HESA
return might help, but this script was written by SITS and not us.
Sorry this is not much use but may save you time in trying to contact various
people to still not actually get any results, its taken me 3 months to get
this far.
Quite frankly I am really disappointed in the functionality and the support
being provided in order to use the Bulk Up-load function.

I asked a colleague who is good at this sort of thing and here is his advice,
I hope it's useful:
It's a bit of an arduous process, but basically, all of the required data
must be listed in columns in a MS Excel 2007 spreadsheet (I'm not sure if
2003 supports XML or not), then click on the Developer tab (add this using
Excel Options if it isn't visible), then (in the XML section) click on
Source, then XML Maps and add the file sis-v1.0.xsd (which I've attached -
the other file hei-types-v1.0.xsd should be in the same directory as well).
These can be downloaded from the HEI CoC website.
After this, it's a question of dragging each of the XML elements from the map
to the cells in the spreadsheet which actually contain the data, then
clicking on Export (again in the XML section of the Developer tab). You can
also use Access 2007 to export data to XML (probably a lot easier, I'll bet).
There are also many free XML parsing & editing applications which can be
downloaded from the web (e.g. go to the Microsoft Download Centre & search
for XML).

Can anyone offer some advice (a step by step guide ideally) on how I convert
an excel spreadsheet to XML in order to do a bulk COC upload on the portal?
Has anyone else tried? or have information that I may not have been privy to
as I have only seen the Online User manual and the Technical Specification
Change of Circumstance File Upload v0.2, neither of which have sufficient
information to do this.
