If I understand what you are saying then you need to say /usr rather than
/usr/include. Well this is assuming that, for example, the file
/usr/include/X11/Xlib.h exists (so it is not enough for just
/usr/include/X11 to exist).
But, alternatively, have you tried the pre-compiled release for Linux??
