*Fertile bodies, immature minds?: Mind/body mismatch in adolescence and
the problem of teenage pregnancy*
*Abstract: *In Britain, as in many other countries, young people's
reproductive capacities are an object of governmental concern. In this
paper, my aim is to draw attention to the role of the psychological
conceptualization of 'adolescence' and 'motherhood' in the emergence of
teenage pregnancy as a government problem in early 1960s Britain. The
paper is based on a study of psychological literature, government
reports and on archival research into the work of the London County
Council. I argue that the concept of 'adolescence' as a universal stage
of development in which there is a state of mismatch between
physiological and psychological development, underpinned the emergence
of the problematization of teenage motherhood. I further suggest that,
to this day, adolescents are frequently depicted as being 'not fully
grown up' psychologically despite having mature bodies. It is this
proposition, coupled with a belief in the importance of adequate
'mothering', that gives an impetus to the claim that health and social
care professionals should become involved in governing teenagers'
reproductive capacities.
