Hi Pete,
The recommendation from the Shibboleth group for Shibboleth 2 is Tomcat
on it's own, it does not need Apache, or IIS etc and can perform all
roles required. I don't believe they have recommended any specific OS
etc at any point. Additional components like CAS, IIS, Apache are all
down to personal / institutional preferences or requirements.
With respect to Windows / Linux, I feel now that both OS's have broad
adoption and decent documention for either to run well. This was not the
case several years ago on the windows front, but that has changed
considerably.
