Ken,
There most definitely will be a Shib2 Windows installer. Indeed for a while
I was beta testing it. I pulled that because some analysis showed that
there a security issue with the way it left things set up. This required
some post install work and I wasn't willing to assume that everyone would do
it.
Right now the new one is still in development, but if you contact me off
list I could get you an early version.
