You don't have to download anything manual.
Foolow the instructions at
http://neuro.debian.net/#how-to-use-this-repository
and after that use your package manager (not sure what is current on
Ubuntu, probably synaptic) to install as many package as you like.
In the console your could do:
aptitude install fsl fslview
For most people this would be sufficient, as it pulls in all commonly
used packages. The full list of available packages is here:
