If it was broadcast by the BBC it will have been listed in the Radio Times
(which included and includes BBC TV programmes as well) and may have been
reviewed in The Listener (also published weekly by the BBC). Searching
these is a tedious task, unless they are better indexed than I recall - but
I wish .... Was there even a working title that you know of?
Have you asked the IRR or the National Sound Archive?

Hi everyone,
I've found documents to suggest that the Institute of Race Relations planned
a film in conjuction with Richard Cawston and, of course, the BBC. They
planned to hire John Elliott as writer/producer, and get help from the BBC
doc department.
Was the project ever transmitted?
I know that during the 1980s, Race & Class was funded by C4 to make
'Struggles for Black Community,' but the aforementioned doc would have
broadcast in 1967 or early '68......
